i dont know that for sure.. ive never seen a dechlorinating liquid at a hydroponics store.. but then again ive never inquired about it.. i would say that if it something you can use in your drinking water, and is safe for consumption (when used in water obviously) that it should have no affects on your plants.. if you use it, and your plants seem to not agree with it, stop using it.. but i highly doubt one application of water treated with it, assuming it is safe for humans, would harm your plant enough to worry about even if the plant doesnt like it.. nothing a good flush wouldnt fix... just make sure its safe...

if its for aquariums i wouldnt use it personally... im sketchy about using products meant for other things on my stuff tho... i dont see why it wouldnt work... but i dont want to be the one to tell you yes, you can use it, and then be the reason your plants die... know what i mean?? you should do some more research... another idea is to get a couple large trash cans.. and keep them full of water you just let set.... use a 5 gallon bucket to transport it.. i know it would be a HUGE pain in the ass.. but if you are watching your wallet, its a cheap way around it...
