having it at all is a federal crime so who cares if your carrying it across state line.

I bring this up because It is something they can use against you. everything in AZ is supposedly supposed to come from AZ

Yes which makes the start up of the program difficult. If you get pulled over just don't say where you got it from especially if you are from out of state.
