Colombia. I live here now and even though I might go back stateside at some point I am def. Retiring here if I live that long. Look at Bucaramanga. Medium sized city, good infrastructure good hospitals, and the fairest cost of living vs. Quality of life in colombia....its mild weather warm during the day and nice and cool at night....

Even the Gov. seems to be positive as it's made CO very rich. I would hope you exercise your right to grow 12 plants. I would be happy with one. I got two problems with moving there: one, it's cold and two, it's expensive. The bugs would be better I suppose and you always get what you pay for.
