thinking about the following

65x65x200 tent
400 watt dual spectrum
digital ballast
cool tube
4 inch 265m3 fan
rhino carbon filter

Now.

Should I get 4 11 litre pots or 9 6.5 litre pots?

Also I should have my fan extracting straight onto the street (basement has a small access to street). Should I be concerned about smell?

11 litre. Get a Carbon Filter System for the smell, and what kind of bulbs?

Yeah like I said going to get rhino carbon filter. Supposed to be the best. However some people say you can still smell it in flower? As the fan will basically be extracting straight onto a side walk should I be concerned?

rhino carbon filters are great quality.

i'm growing in 500ml water bottles at the moment man. there is no such thing as too small. i'd just cut the veging time down. 9x6.5l wud get the same as 4x11litre just in less time probably.

Any more advice guys?

You will end up with a slight smell in flowering even with a filter, might be better pumping into your house through the floor, if possible, and using the basement inlet to allow fresh air into the room, put a small fan on the inlet, that way if your main extractor fan goes wrong or burns out the inlet will not become and odour outlet.
If you do vent into your house find a good room to vent into toilet / bathroom that way any smell can be covered with air freshener without seeming weird.
