wait wait correct if I'm wrong, but if I were to use a led wouldn't that keep heat down which means low humidity which means low smell which means no carbo fan???? Lol I'm sorry but I just feel like that carbo fan would be so loud....
and no one still never answered if I need a ballast for CFLs and LEDs

No matter what growing cannabis you need to remove smell unless u grow an odorless strain. Even then in flower it will smell like weed. So some type of odor eliminating is needed whether it be a fan filter combo(which imo is the best bet) or just some air freshners whatever.
As far as lighting goes it depends on you.
You say 3 plants?
A led light will work good. Hos would work start to finsh any watts from 250- to 1000 again its up to you. But the bigger the light the more heat it generates.

Check amazon, phresh makes a 4 inch. Heat or not it will still smell. I had a DIY carbon that I made, it worked but it was so loud, louder then the 6 inch vortex. I have a vortex in my tent and it's not even half as loud as I thought I was going to be. I bought a speed control for it and haven't even used it because it's not loud at all. I could hear my old one through the walls and outside the room. No ballast for cfl's, just screw them in and go. I don't know do what works best for you. I started out with cfl's in the closet and was happy with my own smoke, but depending on how into it you are you are going to want more, bigger, better, etc. It's like getting a motorcycle, hell yes a 600 is a really nice bike but after awhile your going to want the 1000 or the 1200. Looking back on it now I should have got the 8 inch instead of the 6. Everyone is different, for me more is always better. Like a 1000 dimmable ballast can go lower but a 600 watt will never be more then 600.
I haven't seen it but for something cheap right now my 2cents would be the Mars2 by top led grow light, it gets decent reviews online, & for your space I think you can get one for $300. But there's plenty of manufacturers online that you can check out. Good luck

Read a lot of the posts on this thread,
The basement is cold and so is the floor, led are used to keep the temps lower,( I have never used them )
your much better off with hps and soil, do a few crops and see how you go
You have no heat problem and good qualty led cost a lot, hps is lower cost and give you better results

Yea as I started reading I realized that the basment is cold and now that I'm thinking about it is it easy for mold and shit to get down there if I dont have ventilation at night mold but if I do its gonna get to cold or am I thinking to hard

but lets thing of ways to stop any mold and the smell getting out
You can hang a carbon filter outside the tent and blow it into the filter
this will reduce the oder in the basement
a dehumidifier should reduce the humidty and stop any mold in the basement
the heat from dehumidifier and hps will keep the plants warm
I can't see any other problems with your setup

Low heat doesn't equate to low humidity or odor. CFLs and LEDs have the ballasts/drivers already built in.

Yooo thanks everybody you guys are very helpful them fools at gsscty are lame but no shadde anyways I'ma plan to start the process in getting my grow tent in the meantime i just found some beans in my recent stop and its some awsome bud 5 of em
so I looked something up I think ima build a speaker grow box and have 2 babies with the PC carbon filter I know what I'm doing
