Yeah mate, a 250w is easy to cool. You can run one in a cooltube/hood with no fan as I just found. It stays cooler than the 600w with all fans a blazin'
Your intake will depend on how hot it gets inside your tent (how fast it needs the cooler air from outside). I found with my 250w hps, I needed 1 x 6" passive intake and the temps at the canopy were never more than 0.5c above room ambient. With my 600w I needed 2 x 6" vents open as the temps would climb to 5-6c above room ambient. With the two vents open, it was back to about the same as the 250w (slightly higher).
