growing on windowsill, is it flowering?

hi all,
im a tad confused. ive got two tiny plants of sorts on a windowsill, so its getting the sunlight, bt the top of 1 looks as if its flowering. its only 9cm high!! could it really be flowering?? its a month old.

if the light cycle is under 12 hours of light then yeah your plant should flower when sexually mature. A window grow will not produce a very good yeild, because of the intensity of the sunlight and length of light there is. You should at least assist the plant with a floro or two with a 12 hours light 12 hours darkness cycle and you should get close to average buds.
