are there strains that will flourish in winter conditions, when researching co2 earlier i came across this quote in a guide provided on roll it up

"Some commercial strains like Lowryder, Mighty Mite and Stuporsonic carry ruderalis genes which means that they can be grown outdoors in arctic regions of the world."

this got me thinking are there strains that grow in harsh cold environments like the ones mentioned above has anyone had any experience growing them if so

Not sure if you could get strains that will grow in such cold conditions. If you were to try, a green house would definately help. Your main problem after weather conditions would be the amount of day light you get in winter. Ruderalis strains would be your only hope as everything else will turn to flower immediately. Ruderalis means that the plant has a built in life clock. It will veg and flower in a pre determined amount of time. It doesn't rely on the sun, or more specifically the amount of darkness it gets, to tell it when to start flowering. Having said that I asked a question about growing auto strains in winter not long ago and most of the advice said not to bother. Not enough day light hours for it to thrive.
No harm in trying though.

I imagine you would also want a ruderalis plant for summer grows in places like the arctic where the amount of sun would delay or disrupt a photo period.

Yep. That would be right. Unless you trick the plant by covering it with some thing to block out the light. But you would have to put it on and take it off every day during the flowering phase.
