Growing outdoors without watering?

Hey guys im new to growing and have done a decent amount of research now but still havent found some info i need.
Ive always wondered if theres really a way to plant your seeds, leave your area and come back a month later with your plant still alive and growing.

Is there a possible way to germinate seeds, and plant them near a water source (river, creek, stream, etc) and not have to come back every few days? :-|
I have a full BC mountain to grow on full of great water sources but i can only come back every about 3-4 weeks. :?

Any advice will be greatly taken!

The location of the grow up is about an hour away from invermere so not near the coast or anything.
Apparently is rains a decent amount there but if it does get dry will it help if i plant the seeds near a water source? Or could it drown the root system?
