First off, stop worrying. Patience is the biggest commodity for this hobby.
Second, Timing of plants, when you start a new plant its just like a person and its not ready to reproduce, you flipped a 8 year old into mating mode basically,and while it does work it will still take a bit longer to get started.
See how the growths are symmetrical across from each other? a mature plant thats ready to go will have started alternating one side then the other. Youll start seeing sex in the next week or so even with this plant but next time give it another week or so of veg time to mature. If you dead set on short veg times then grow a mother plant out and clone from that (clones retain the mothers readiness and will respond to your flip much faster)
Make sure you dont have significant light leaks, but mostly just more patience it will come mate
