Austria came from from the earlier Austro-Hungarian empire, Germany from the Prussian Empire.
Some people on the border self identified as German, this doesn't make them actual Germans.
It does get complicated when they Jew haters try to turn it around. The stupid one there, said that banning weapons did hinder the Jews from fight back.It was only the Jews (who'da thunk it?) that had prohibitions placed upon them. Not sure if that's what you meant, but you put 'banning all weapon ownership', not 'banning all ownership for Jews.'
The 1938 German Weapons Act
The 1938 German Weapons Act, the precursor of the current weapons law, superseded the 1928 law. As under the 1928 law, citizens were required to have a permit to carry a firearm and a separate permit to acquire a firearm. Furthermore, the law restricted ownership of firearms to "...persons whose trustworthiness is not in question and who can show a need for a (gun) permit." But under the new law:
- Gun restriction laws applied only to handguns, not to long guns or ammunition. The 1938 revisions completely deregulated the acquisition and transfer of rifles and shotguns, as was the possession of ammunition."[SUP][3][/SUP]
- The legal age at which guns could be purchased was lowered from 20 to 18.[SUP][4][/SUP]

- The groups of people who were exempt from the acquisition permit requirement expanded. Holders of annual hunting permits, government workers, and NSDAP members were no longer subject to gun ownership restrictions. Prior to the 1938 law, only officials of the central government, the states, and employees of the German Reichsbahn Railways were exempted.[SUP][3][/SUP]

1 - heavy restriction from after WW1
2- some easing, not much, obviously, extend permit to 3 year? Big deal...not just open the gun clubs for war training
3- war preparation, with long arms
4- transportation nationalized and armed,
5- movement is restricted, as a result of arming rail employees
6- country was put on war footing secretly, Treaty fails
7- Jews find themselves with less legal protection than the street dogs
8- Extermination Protocols begin, and not just jews
9- slave labor camps are established to build out the Protocols
10- Some Jews flee, notabley Albert Einstein, ut a lot of the rich had to buy their way out
11- Death Camps are up and running, open for business
