Hard to understand why it would be illegal? As long as it was mailed within a legal jurisdiction??

No, not that I'm aware of. We got the Canada Post..

Not sure what you mean. When a USPS package arrives in Canada, Canada Post takes it from the border to the final delivery address.

Does that not close the case? If it was mailed using USPS (and not intrastate) then it plainly was not mailed from a legal jurisdiction, regardless of state law.

I haven't looked, but I'm positive it's only legal to mail it within Canada, not to international destinations. You can even have it in your carry on during domestic flights, no smoking it of course...

You need to send it registered mail though to be legal in canada. Claim it on the shipping info and send less than 28g. Oooor (not legal but 2$ instead of 20$)just vacuum seal it drop in mailbox with no return address and again keep it under 28g.
