Hard water soft water

If water out of the tap is 7.3ph then rises to over 8ph after sitting 24/48 hrs is this considered hard or soft water?

Water hardness is determined by mineral content not ph. It's generally measured in ppm or grains per gallon. Get an EC/TDS meter to see what you have or take a sample to a water conditioning company. Search the words water hardness for info.

My water Ec is 0.5 and 8+ ph after sitting 24/48hrs

Soft water typically refers to water the has run through a water softener. Hard water typically straight tap or well water.
