Health Canada reports "concerning increase in homegrown cannabis"

ealth Canada has reported a significant jump in the average amount of cannabis being authorized for medical licence holders who grow at home, calling the 36.2 grams per day figure included in its latest update “concerning.”
The revelation follows criticism from politicians and law enforcement agencies who point to a “loophole” in pot regulations allowing licenced large-scale production by patients and designated growers to go largely unchecked.
New data from the federal agency shows the amount of cannabis patients are authorized to grow by health care practitioners jumped from 25.2 grams per day in October 2018 to 36.2 in March. Meanwhile, the daily average for patients who buy medical cannabis from licenced producers and federally authorized medical sellers like Shoppers Drug Mart has never climbed above 2.1 grams.

“Health Canada has seen a progressive and concerning increase in the average daily amount being authorized by some health care practitioners in some jurisdictions,” Health Canada said in commentary accompanying the data.
“Health Canada is concerned that high daily authorized amounts are, in a few instances, leading to abuse of the access to cannabis for medical purposes framework and are undermining the integrity of the system that many patients and health care practitioners rely on to access cannabis to address their medical needs.”
Deepak Anand, chief executive officer of Materia Ventures and a longtime commentator on cannabis regulations, points in part to “some bad actors” among health care practitioners to explain the wide discrepancy between those you buy and those who grow their own. He said the seemingly high 36.2 gram per day figure may also be the product of a number of factors, such as lost crops by inexperienced growers, and individuals who need large amounts of cannabis to produce their own extracted products.
“The report indicates 458 out of 2,339 health care practitioners associated with active personal or designated production registrations authorized 25 or more grams per day, and 47 authorized 100 or more grams per day,” Anand told Yahoo Finance Canada.
“It remains unclear if we are dealing with systemic issues as opposed to targeted ones as a result of the tremendous pressure the regulator has fallen under recently by provincial and municipal governments.”
Anand added that many patients choose to grow their own cannabis because they see it as the most affordable option.
Local law enforcement agencies have seized millions of dollars worth of cannabis grown under Health Canada licences for medical patients. Last month, Durham Regional Police in southern Ontario said “monitoring of individual licensed growers is clearly not happening on a scale required” after $50 million worth of pot was confiscated from authorized private growers who exceeded the number of plants designated by Health Canada.
An online petition launched by MP Diane Finley (C—Haldimand-Norfolk) in October calls upon the federal government to close “loopholes in the current legislation that impede local officials' and law enforcement’s investigations of growing operations that appear to be in violation of the law.” The petition also refers to “a lack of oversight from Health Canada of growing facilities, and of individuals obtaining extraordinarily large prescriptions to be grown by designated growers.”
The Health Canada data shows 43,211 individuals were allowed to grow cannabis for personal medical use by the end of September, and 377,024 clients were registered as patients.

Part of the problem are the people with large grows in their house stinking up the neighborhood. We have city politicians getting wound up because they get complaints and there is not much they can do. I have a 10g daily limit (37 indoor plants/10 outdoor) just to keep legal with my wanting to retain a few different stains and the statement that describes me, 'as lost crops by inexperienced growers, and individuals who need large amounts of cannabis to produce their own extracted products.'

I had a grow going and venting outdoors had some smell go to my neighbour's window, they were not pleased. I finished my smell mitigation and all is good now but I caught a whiff of it coming around and back into my bedroom window. Pretty rich smell, I kind of liked it but I am biased. My other neighbour's daughter came over after we discussed my growing outdoor. She is OK with it so the plants will be closer to her side of the yard.

I kinda agree you can grow a large quantity off just 4 plants 37 plants seems a bit excessive but i dont smoke a quarter a day either i cant even imagine being productive in life smoking that much but i know everyones tollerance is different. I think this is just government. I actually got a christmas email from cannibus alberta reminding me to buy legal weed from them support alberta growers lol.

I don’t mind the smell of my house But if I leave some clothes or other items downstairs, and then take those items to town, the items smell. People are way too sensitive about smells. If someone shut my grow down, I would be sure to seek revenge with other legal smells. Making stinky foods.

Go for a drive and get some clean country air. Until you drive by a livestock barn. But I do understand a neighbor wanting fresh air in their bedroom in the morning and waking up to a pungent odor. I am sensitive to barking dogs. I used to work shift and had 8 neighbours in earshot with dogs and there always seemed one barking. So I try to be mindful of others. The outdoor grow next year will be interesting though.

Currently I have 12 plants in flower, might get half an ounce off each of them. I have 18 in veg and 8 in the cloning tray. The cloning tray is just trying out the seeds I found I had from an outdoor plant. The veg has a few plants that will be mothers, I have four strains with two mothers each to take clones off of. So it is not that I am growing 37 plants to flower, even a seedling popping out of the ground is counted as one plant.

I want to make my own CBD oil and edibles and find the high CBD low THC strains I have tricky to grow. And that is why the double mothers, if I lose the one I am screwed. It is wait for the mail to send some more seeds. I want to press out some resin to produce oil and there is loss involved with the process. Maybe at some point I will get good enough to have less plants around, at the moment I am still learning. I have a neurological condition that has just wearing clothes end up being painful. I rarely smoke to get high, I need to grow a plant for that yet.

Just decriminalize. Problem solved. Oh? That's right. Government needs it's tools for profiteering, extortion and control. Profits must be maxed for corporations and the resulting campaign contributions, bribes.

But can you openly sell your overages? How much possession limit? Not legal when rules and penalties are involved. Just pushing erradication of the BS behind this issue. USA here.

Never return to Canada. RCMP were the worst jerks I ever dealt with. Not to mention a day in holding at the border as a child on vacation with my grandparents. No birth certificate for my cousin and I. LOL.

Ya true i can have 1 mil pounds at home but 28 g in car or in mail or in person. But come on who needs 28 g in a night im ok with limits i wish alcohol had them too way less bs if we did.
