every growers worst nightmare. the gov can highjack your ip address by emailing the wrong person. its not hard. if i could get my hands on the software, you can block it. but of course its illegal. dont know what its called. it scrambles your Ip. you know like in moving when they keep trying to find your location. instead it pings off other active IP's and reflects that address back to it. so itll say your in china when your really in norway. its awesome. if you have knowledge, you can right an algorithm but you would also need to have a ping and a brute force software all enacting as one. tricky stuff. anyways im high so ill stop rambling.
BE WARY OF WHAT YOU CLICK. it could just be the last thing you can click. oh and if they are tracking your address you bet your ass they can lock your computer up remotely. the only way to stop tracking. unplug your router.

Everything you wrote is wrong. (Except for the DEA raiding your house being a nightmare) I'm not trying to look smart, but rather trying to prevent others from repeating shit thats not true. The only way Norton, PCillin and all the antivirus can stay in business is if everyone is in fear about some nasty virus. The many free ones work better anyways.
Scrambling your IP would make browsing the internet impossible and the government can't 'highjack' your IP either. I assume you're thinking of two different things so I'll try and explain.
When you say scrambling I hope you mean encrypting. IPSec or other 'tunneling' protocols can establish a secure connection to transmit encrypted data. A easy example (not exactly correct, but close enough) is when that little pad lock icon appears at the lower right of your browser. If you can combine this with one or maybe several Proxy servers (discussed below) that would be pretty secure. Lag would be insane and loading a webpage would be very slow, but it would be secure!
As far as being in Norway and appearing to be in China: Proxy servers handle this role well. The NAT inside your router serves the same function, allthough in a much simpler fasion. So what I do is search for a Proxy server provider (Google). If I'm going to be doing criminal stuffs using it then I'll want to pick one in a country that has crappy relations with INTERPOL, no extradition treaties etc. Nigeria would be a good one! So, when I get home the only real connection I'm going to make on the internet is to my proxy. All other browsing, email and/or downloads will be routed through the proxy (all virtual connections now) so effectively everything I do on the internet will be from a Nigerian IP address. I could also connect to another proxy through my first one, and to a third through my second etc, etc. (Think of a scene in the movie Sneakers when that line is following a trail around the world as they trace their location)

ping (Packet Internet Grope) - Used only for testing the connection between two computers/hosts. Thats all it does! really! Nefarious uses of ping are the DOS/DDOS attacks you read about. Send large ping requests in a large enough volume and you can shut down a web server via lag or even
cause it to crash.
Brute Force - Brute Force Attack: A way to 'crack the code' of something that's encrypted or requires a password. Passwords are generally easy to guess and a dictionary attack can work. Most people are too damn lazy (or high) to include Caps, symbols, and numbers in their password. Brute Force requires that you check EVERY possible key until you get it. For something a common as 128bit encryption it would take the fastest computer existing literally trillions of years to check them all.
By the way. Your IP is common information. Not as usefull to locate you or hack you as you might think it is. Don't sweat protecting it.
