If you see them around the soil, they're definitely fungus gnats. They usually start getting out of control if the soil is too wet. Keep using sticky strips to get the adults and let the top few inches of soil dry out completely to kill the larvae. The transition from egg to adult is a pretty quick one, but letting your soil dry out between waterings will kill most of the larvae. IF it gets worse, you're probably going to have to use chemicals like 'gnatrol'. I've read they're more of a nuisance then anything and if your plant is healthy for the most part, you'll see little to no effects on your plants. If it turns into a full fledged infestation, then you're going to have to worry about them nibbling at your roots and it might stunt your growth.
