To help you scale wattage vs allotted grow space, a single 400 watt bulb will just barely effectively cover a 4x4 foot space. I use a 4x4x7 grow tent with a 400 watt S-HPS bulb. Here a link to a Light vs Grow Space calculator that helped me with my different grow rooms and what lights i had available at the time. http://cheaphydroponics.com/Merchant2/wattcalc.htm
This is based off a 50w per square foot, i have had great results with 400 watts in a 4x4, i use 2 gallon buckets and fit 5 plants in the space and i harvest 2oz per plant with this setup. Hope this helps.

^ I agree with pop the trunk
Ill also add that the low wattage is a problem in veg, but its going to be 10x worse once in flower.
The flowering plants need way more light then the same plants in veg to produce good flowers.

There are many options dude T5s are widely used and don't produce much heat, LED's emit basically no heat but not as widely used, CFL's don't emit much heat either, Dual Spectrum, High pressure sodium - HPS - and Metal Halide - MH - produce a lot of heat if you were to go down this route you'd most likely need a 6" air cooled hood or cool tube combined with a 6" high velocity inline fan with a secondary fan for intake. my set up is a 4x4 tent a 6" air cooled hood, a 6" high velocity inline fan, to cool the hood and outtake, a 4" inline fan for intake and a 7" dual speed oscillating fan the bulb I'm using is a 600w Dual Spectrum Sunmaster. My temps are at 81 F and my humidity is at 52% my girls are 8 days old. I was having heat issues without my second inline fan and air cooled hood though man. It all depends on what you think is best for you and your plants but I'd say you should do a little research on all of these methods to better understand what it is that you need.

For the most buds I'd recommend a SCROG which will have you able to keep an even canopy of top buds which will all be around the same size, there's a bit of reading to do with that too though haha :peace:

if you're sticking with your set up i would suggest getting some more cfl's. you can get 42 watters in 6500k and 2700k for fairly cheap. i've had good results doing that. i hang them vertically from the top. and basically surround the plant with them. i grew this in a 2x2x5 cabinet with clf's.

but going to a HID set up will always work better.
