Help me out!!

First DWC grow, but long time ebb & flower..
Have 3gallon pots with 10" and 6.5" net pots, everything was going very well, but it now seems my girls have just kinda stalled out..
Specifics:
3g buckets
280w airpump on 14buckets(tons of aeration)
air temps 72-79F
water temps - 65-68F
Sealed room with c02
Using 2part GH "lucas formula"
4x 1kw water cooled lights
8-12" plants with ~600ppm nutes
I've always read and been told that DWC can and will produce very large plants and in a very fast period. It seems the plants have some very small root structures for the sizes they are. I was imagining them taking up the entire bottom of the bucket, but right now they have very small and weak looking root structures.
Am I running my water levels too low? I've been very weary of running the buckets too high and "drowning" the plants, but I'm now wondering if maybe the levels are too low for the plants to really draw what they need from the buckets.
It seems they are not sucking up much water at all... and I've read that during full on veg they can take up 1g/day+. I know my girls aren't that big yet, but I would think they would at least take 1g/week(which they are not doing).
They also are looking a bit droopy for the past 24hours. I just got the c02 setup, and completely overlooked plugging it into a timer so they have been getting 1500ppm C02 for the full 24hours(i now have it turned off during lights off.)
Where do I start?:?:

when I transfer my plants from the dome to the reservoir I bring the water level as close as I can to the bottom of the net pot and in one - two weeks you should have roots developing . I use GH nutes too but not Lucas formula and I never saw my plants drink up to 1 gallon of water per day until I transferred them to flower.

Yes, 1 pump for 14 buckets. It's a 200liter/min 280w commercial airpump. It powers 2 stones in each bucket with enough leftover to probably do another 5-10 buckets no sweat. The thing sounds like a small generator and produces a ton of noise.
I'm more just concerned with the roots.. seems they should have some pretty full buckets after 3 weeks.

i would prob start by lowering the ppm's to say 450 until u establish roots, but im only into dwc for about 3 weeks, soil grower here.

Yeah your PPM should be really low until you develop roots in the water.. anywhere from 200-450 is okay for early veg

There are some roots in the water, just for plants that have been vegging for 20-25days now, I would have expected far more than what's currently present. I've topped, and plants have 8-9 main shoots, but the root system on most look very weak.

CHeck out "Weedler's" thread its on the first page he had similar issues and bought some root enhancer and his shit blew up and took off now everything is kosher..
