Help pls. Why my QB keep blinking?

Hello guys hry?

I bought a qb and a chinese common Power supply (PS). The qb is 48V +-1,5A. The Power supply is 48v 3A. (Vids below)

Please, any ideas on why it keep blinking? I tested it with a voltimeter and the voltage is not constant, it goes down to 33-39V and to 48V ONLY when The QB is plugged. When i measure The voltage of just the PS keeps constant 48v...

Is there any thing to do with the PS? Mean well driver is mandatory? If yes, please...why? Where could I search for it? Maybe its an electrical technical question

I had no problems running Bridgelux EB strips with a laptop supply. I would guess a protection circuit in the PS is being triggered for some reason. What board is that, can you post a link? Can you measure the current draw?
 
This stuff usually happens when voltage of the driver isnt high enough for operation. The video of the meter the voltage never hits 48v, its around 46 max. Is there any dimming on the driver?
You dont need meanwell drivers, but sometimes, especially buying from apps and dodgy sites online, you may get a faulty driver which cant give voltage up to spec, or that the board is actually a bit higher voltage or that they simply miss matched driver with board

No dimmer, but a chinese driver

It reach 48, 48,5V but didn't stay for long

It's not really an LED driver, just a common 48V/3A power supply for consumer electronics. I've used several to drive LEDs and never experienced the off/on cycling, only shutdown if I overloaded the PS.
