Looks like a healthy young female plant with plenty of pistils and some trichomes. How many weeks into flower?

It was outside for like 2 months then put it in a 12/12 cycle lights it's been a month now I see pistols but no buds forming i got 6 23w cfl 2300k ?

I would go with bob and say its the light leaks, or its the weak lighting making the plant stretch as much as possible. Your plant has plenty of food.

I'm not sure I'm seeing reveg but I have to defer to the people with more experience on this one.

@BobThe420Builder, is there something specific in the pics that indicates reveg? It would be nice to be able to identify this in the future.

Interesting is... it's difficult to tell how tall it is from the angle of the pics but that looks like a pretty small plant for one that had 8 weeks of full sun in veg. That's some seriously low leaf mass. Super lanky, long internode, slow growing Sativa? That, coupled with 140W of CFL is sure to make flowering an exercise in patience.

Either way, the prescription is the same. Seal all light leaks during lights off hours. Increase illuminance during lights on hours. Wait it out.

All single leaves at the top growth, and not small bud leaves but full size new growth

Yeah like I was when I responded. Seriously red stems and sparse veg growth made me think so. A plant will go into bloom when stressed just to produce seeds to try to live on. Wow does that sound deep?
Makes sense, the plant is definitely stressed. It looks high in N to me is why I questioned it.
