No but if the out side is looking corroded then the inside is more then likely gonna be corroded to and that goes for the 1st part. If I see its corroded I would never use it. I would toss it and buy a new one. Growing isn't worth doing if it you are putting your house and life on the line and or other family members and pets.

Let me start by everyone here is probably right, it needs new wires at least, and i would get a new mogul. But that has been said.
Look at the mogul (where the bulb screws in) if you follow the 3 wires from it to the connector (white thing with the screws where the wires go) the blue wire is out. I think this is your neutral and the reason it will not work now. Just my thoughts. Good luck.
