Help with first grow room for optimal yields

Hey guys, I am new to this site and hoping to get some of the experts opinions. I have a room that is roughly 30X15 feet, with just over 6 foot ceilings. I have my caregivers card, and I am cleared to grow 24 plants. My ideal set up so far is the Ebb and Gro system with 4 1000 Watt HPS/MH lights with 6 inch venting and two venting fans. I was wondering what would be the best way to set the room up for optimum yields, whether it would be to group the plants 3x3 under each light, line them up in a 2 rows of twelve, or possibly try a hybrid SCROG method? Would a light mover system help my yields tremendously with this set up? I am kind of limited on my height that i can have my plants (figuring about a foot drop for the thickness of the light, and another 8 inches or so from the top of the plant to the light... I was also wondering what you guys thought of running lights along the sides of the plants? maybe two 400-600 watt cool tube lights or somthing like that?
