Help with room lighting

No mention of what country White Penny is located. No mention of what kind of electrical service is being supplied to the residence. Am I to assume this is a typical residential home in the United States that is feed from a single phase step-down transformer, 240 volts secondary winding with a grounded center tap? No mention of having a subpanel for the grow room feed by four wires from the main panel consisting of one neutral wire, one grounding wire, two hot wires from a double pole circuit breaker. How do you plan to balance your loads in the main panel? No mention about using a lighting controller, so am I to assume you don't want to turn-off your lights?

Im really looking for the best light for veggie state , so you guys think I should use something else like CFLs cause is less expensive. but am I going to get the same results that I get with a 1000 watt HID ..
