help with this "soil"

Hi guys, My brother have grown his girls in this "soil", they are already in flower stage and they are starting let their leaves die really quick, First time he has used this soil. He already have had really good harvests with other soils, but now the plants are small and almost dying.
I have read about this "Soil" and its composition its the next
60% Coco, 25% Turbas (peat) , 10% Humus (worm casting), 5% Perlite y Tarta de Neem (i don't know how to translate this from spanish).
My question now is, this "soil" could be really called soil? I should water this like coco or like soil? my bro have never use too much nutrients to grow his plants, just ph balanced water, having nice results just with this. How much nutrients and which you recommend me to use?
Any other advice will be welcome!
I just want to try to save his plants now or maybe improve the final product, because they are getting worse and worse now.
They are "Diesel" from "genetics" Chile.
40 days old.

Treat just like hydro. Keep in mind with the peat and the perlite it will retain water like a sonofabitch so go easy on watering and very easy on the nutes. Meaning dilute feeds at the first and gradually increase the EC. The soil sounds good really. Torta de Neem in English: "Cake of Neem" so it has Neem already in the mix.

DO NOT OVERWATER and do NOT pH the water as peat has a pH of 4.0-4.6 itself and will lower the pH on watering.

Here my water ph is 8,5, I'm ok with that?, so how could I treat it like hydro but without giving it water once a day at least?, need a little more help here :c

Amigo, you must pH your water. Also with a pH that high I am going to suspect it is extremely hard. By saying easy on the water I mean have super drainage. No standing water in the container. Do you have an EC meter>

I just have an PH meter, I not have EC meter, cause me & my brother have always grown in soil, that's why we having some problem with this 60% coco "soil".
