HELP!!!!

I am currently at this stage I was planning on changing up the lighting a few days ago from the leds to a t5 to speed up the germination tho I have left things the way they are within 4 days of planting my seeds I am at this stage, as you can see it is an absolute jungle in there I'm worried about transplant shock etc.to be honest this is a first time grow I did not expect any of the seeds to sprout but they all did lol apart from destilled water and this nutrient i have not been adding anything else.

i really appreciate the advice i have had no luck in the past in terms of getting to this stage it would be a waste to see them go to waste. should i just stick to the same lighting for the next few or upgrade to something stronger? which i have ready to go.
 
And how much of a budget do you have for me to get started for pulling in dank I spent around $450 on everything 315w cmh light Philips bulb ,600w led blurple ,grow mediums, nutrients, tent and ventalation.
