Help :(

Not sure what the problem is, but today I woke up and found that the plants were shriveling up. What do you guys think?

Set up is 2x 1000 Lumens CFL 23 Watt bulbs 6500k colouration
Distance from the plants to the lights is about 8 inches
Soil was dry before I watered and took the pictures

Recently moved from 2 inches to 8 as tops were looking burnt.
Temperature average is 20 degrees Celsius

Could be nutrient burn & looks over watered... are you feeding them nutrients? & you want your light about 1-2 inches away from the plant. What about temps?

I would say that keeping the light 20 inches away is a bad idea. With CFL you want to put your hand on top of the plant, then move the light as close to your hand as you can until it gets uncomfortable. That's how far your light should be from the plant with CFL. How often are you watering? How to you check when you need to water?

If you used a commercially available potting soil, chances are it already has slow release nutes in it. Add that to the dilute 20-20-20 and you got nute burn. Seedlings do not need food for AT LEAST 2-3 weeks. There is enough nutrition in the cotyledons to carry them a good while.

Your killing them by overwatering, reduce watering in future, let the pot dry out.
 
Thanks guys for the feedback, I've raised the plants and they are now 2 inches away from the bulbs. How long should I wait before re-watering?

You need to flush them since you've burned them with nutes... I'd flush & then wait until the soil is dry all the way up your index finger before watering again.
