I have a plant that is a few weeks old and it is only producing 3 leaves. Is this normal or am i doing something wrong. (first grow) i thought it would be past this stage already. it has 7 sets.

You have another week or 2 of slow growth ahead of you. Seedlings going into dirt grow roots first before growing much aboveground.
Notice your largest fans are still inches from reaching the outside of the pot. That means the roots have grown about the same distance.
I'm guessing another week before the leaves reach the rim. After the roots have been established you will see that inch-a-day growth that
marks the veg cycle.
To avoid this extended period of root-only growth, next time transplant first into a small 4-6 inch pot for a couple weeks. The root system will be in place
much sooner and you will not have to wait forever to watch her grow.
Point is that most all of us ( in pots less than 5 gallons) end up growing much more roots than the plant will ever need. By going first into a small pot you
will stimulate more bushiness too. The seedlings roots soon fill the pot and the plant starts producing more nodes or growing points. That's a good thing.
You get more aboveground structure by TP twice instead of just once.
If space is a consideration you might want to leave the seedling in the tiny pot for as much as 2 weeks. She will get mildly rootbound and that forces the plant to
grow a lot more greenery. I like to let them get a bit rootbound then TP into a large pot. You will have a lot of extra greenery and your plant will still have a chance
to grow as tall as you want or don't want.
