You can work a hot panel but be very careful, don't use both hands, keep one in a back pocket to minimize creating an arc across your heart in case you slip, DON'T wear rings or other jewelry. Use well insulated tools and rubber gloves wouldn't hurt. Connect the bare ground wire then white (neutral) to the buss bar first. Connect the black (hot wire) to the breaker then slip the plastic end of the breaker (clip end) into the slot, tab, etc. (varies w/ breaker manufacturer) and push the end with the metal clip onto the buss bar firmly. Be careful to handle only the plastic part of the breaker and watch that your fingers don't come in contact with any of the metal. The breaker is not hot until it's in contact with the buss. Obviously make sure the other end is not just laying loose else it could get a little exciting. It's not difficult just be careful and pay attention.

if i simply turn off all the switches, would it be safe to open it up and install my breaker and my wiring?
Unless you kill the main the panel is still hot, even with the main off the supply lugs are still hot.

its safe to put a breaker in a live panel just be carefull not to touch the buss that the breakers snap into..
