Yep. Those are tired old fan leaves, pinch them off. At this time of the year, actually more important to keep rotting leaves away from the stems than hanging on to all the green leaves. As I said, they're spending their chlorophyll because it's the end of the growing season.
2 teaspoons is a good place to start, but build up (I feed weekly) to 2 tablespoons/gallon. It's organic, more or less, so probably won't burn your plants anyway, but no harm in diluting and then increasing. Don't know how much time you have left before harvest, but I'd stop feeding and flush with plain water for a week or so before harvest. "Fish" fertilizer, you know...
Your plants look great! Your next big challenge is mold. Focus on that challenge and pinch off yellow leaves as they pop up. If you live in a place where there is morning dew and can't cover your plants, shake them off every morning. Haven't tried it later in the season, but I'm really impressed with Serenade for powdery mildew (organic...another bacteria eats mold)and will try that first for stem mold and other pre-harvest mildew issues, but a neighbor said a weak bleach solution also works well for stem mold/rot. As I said, major culprit of step rot is yellowing leaves rotting, at least up here in the Pacific North Wet (not so much this year so far!).
Also, always pinch the leaves off where the stem attaches to the branch. If you pinch the leaf and leave the stem, it will wilt and be a potential mold spot. It's the little things that trip you up.
