Household lights work for germination/sprouting?

Yes that light will work but requires a special socket, so will cost a bit more, if your gonna move em outside, just get 26 watt 6500K cfls 1 or 2 for each plant walmart sells em 2 for $6 (approx)

You really need to read/research a bit more asking basic questions like how long the lights should be on will either get ignored or you'll get lot's of different opinions?

you can veg 24/0, 20/4 or 18/6 those are the popular choices with 18/6 being the more real one (more like mother nature)

Pretty much straight up advice, get the 26 watt or 42 watt daylight CFL's to get them going till you move them outside and be careful when you move them outside, the change in brightness from going indoors to outdoors will kill the plants from too much light if you just stick them outside in full sunlight, you'll need to acclimate them to the change. +rep for you, for being right on with your advice.
