I have to respectfully disagree. My city has been using chloramine for over ten years for water purification and I use it daily to feed my plants - my plants are perfect.

I was following dogma, "chloramine is bad", and didn't think it through. (Insert "eating crow" pic here) Chloramine will react with many organics in the water, such as urea, but it won't do it fast. So now I'm thinking there may be a brief negative effect on sensitive commensals e.g. mycorrhizae, but I've never seen that confirmed or effectively denied. I'm starting to think that the amount of chloramine in so-treated water is beneath the horizon of concern.

In retrospect, it was your experience with chlorine that is influencing my thinking now. You had zero issues from a presumed equivalent dose of chlorine, a more aggressive reactant/antiseptic substance.

Hey i thought id just give my opinion. Your doing fine bud you just need to up the lighting that will encourage growth, i would repot them once you notice more growth. I use boiled water at this stage, you are giving them less nutrients, canna for example has the ph just about perfect at the average strength, giving them less nutrients will tend to raise the ph of the solution. Me personally im not too overly cautious when it comes to nutes in coco. Ill give them half strength, keep an eye on them. This is rarely too much i often find myself increasing the ec after a week or two and then as soon as they properly hit veg full strength and continue to increase slightly as i see fit.
If it was me my first objective would be to increase lighting.
Give them nutrients every watering 25-50%, increase as you see fit.
Repot once the properly hit veg in a week or two.
Prune is my biggest tip, keep on top of your training and your good to go.
Let me just add that cold temperatures can virtually holt growth.
