Opinions are like ......compost tea recipes...everyone has one!

But the basics would be something like:
Light proof container [doesn't have to air tight]
Air Pump [sized to the container]
Airstone [or even just the end of a hose] [to make bubbles]
Compost [and whatever goodies to throw in: molasses, kelp, fish oil etc. etc etc etc
Add water without chlorine [let it sit, collect it, etc.]
Add compost [I use just a couple of tablespoons in my 32 OZ container, a little goes a long way]
Bubble for 36-48 hours.

Nettle tea best for foliar contains nitrogen for veg and potassium for flowering

^ the powder you see in the left hand corner of the photo is nettle.
I personally think a mix of your surroundings is best.
