How do temperatures in the CFL ballast effect bulb strength?

I had a new lamp laying around.. (5 light fixture). Basically something like this

I took it apart and have the head part with the 5 strands. Its great to hang and since its the bendable metal it is easy to adjust over the plants. Obviously because of the reflector and metal casing are around the CFL( 23W) ballast it becomes much warmer than if it were on in another fixture w/ no metal casing around it.

This does not effect my temps even near the plants, (Room temps stay from around 70 even with lights on. Its only near the ballast of the CFL where it is quite warm. Not really close to enough to burn my hand but significantly hotter than the light on by itself.

My big question is- Will this make my CFL lights burn out quicker or will its power in lumens decrease faster over time compared to the ballast burning without the added heat.

Thanks
