I'd say a bit of both, it varies from plant to plant.So the "receding" are you saying they go from outwards reaching / spikey to curled up & closer to bud. Or do they literally retract into the bud. Still a bit confused.

The bracts/calyxes swelling is also important. I would describe it as looking like popped popcorn. If you harvest with all brown pistils, but the bracts haven't swollen, it will dry down to a bunch of hairs instead of proper "nugs" like you want.
I checked the pics in your journal, I'd say you're at the "brown pistils but bracts are still swelling" stage. You're pretty close. As long as you don't get any dead sugar leaves, I'd let them keep going and check back in a week...
