Absolutely. They're small buds but honestly not too bad, could've been worse if I left them on the plant longer. We've had so much rain, constant high humidity, the rot will have spread fast. Right now I'm curing the buds, I think I have roughly 7 grams, dried, better than nothing all things considered. Plus there's still some live branches on the plant, they're underdeveloped buds so they haven't had rot yet, especially since the canopy is gone they're having more airflow.
