Veg until they show gender, then remove/kill the males, and switch to 12/12.
In practice, that will probably be 3-4 weeks.
Note that 78 watts of CFL is plenty for a few seedlings, but its not that much light in an absolute sense, and it may not be enough to get optimal development from multiple plants. If you do have more than one female you'd like to keep, you'll probably see better end results by adding more light during flowering if you're able to do that.
If you're stuck with only 78 watts, then you may also see better results just by keeping the best-looking female plant, concentrating on it, and getting rid of the others. If you have multiple plants in a small together with relatively weak lighting, they'll all "stretch" towards the light and compete for it, and none of them will end up very good.
