how many levels of branching before i start flowering?

well if you mean nodes and branches? a plant doesnt flower until the light area at 12/12, if your indoor. if your outdoors you have to let nature do the work. the days will naturally get shorter towards fall and you will begin to devolop buds.

you can flower from as little as 3 nodes (nodes are branches or rungs as you call them) so any more than 3 and your laughing try to get as many as you can 
i would personally flower between 5 and 8 because the plant mostly grows double in height when you switch to 12/12 so anything over 6 and i would start flowering as soon as possible

That depends on a few factors.
Is it a Sativa or Indica dominant strain?
How much heighth is your grow limited to?
What is your lighting source?
What size/type medium?
How many plants under each light source?
How anxious are you to flower?
Do you plan on any supercropping techniques?
Pictures tell alot in a short time

Yeah ....U can flower anytime now. When I get 5 nodes, that when I usually start to flower!!! Good luk
