both of my grows are in my signature, first and current.. pictures don't start until page 3 for both grows. Pictures for the first grow start on page 3. Pictures for the current grow start on page 2.
You should have used more than 2 bulbs. Also, depends on which type you were using. If it were those silly 13w bulbs that's probably why it didn't grow.

I was wondering about this too (referring to OP) It's my first summer in the house I'm in and I got my light added to my grow when summer charges hit... I never used the AC before and bill was anywhere from 70-100 bucks... with the ac and new light going I'm at $200 a month and my kwh usage has doubled... I don't know how much of that is the 400w, I'd imagine it's the AC running the bill up... I don't mind, I just don't want feds at my door you know?

Damn...I don't want to have another LED debate either, but when I read this crap I can't help myself. Phat, even the most ardent LED growers will tell you that LED's use about 2/3's the power of HID for similar performance....not less than 1/4 as you just stated. That statement is a straight cut and paste from an LED supplier. If you've ever grown with a 400 watt HID you would see that statement for the bullshit that it is. Way back when, when I was using a 400 watt HPS, I could count on 8ozs/crop. How much is that 90 watt LED giving you? Today, each pair of 1000 watt HPS give me 3+ Lbs. According to your 1/4 rule, 250 watts of LED will yield me 3 Lbs?
As to your lengthy second post, I read these all the time. The web is filled with written descriptions detailing why LED is theoretically better. BUT, what isn't anywhere on the web is actual pics of a decent sized LED grow op producing comparable yields and quality to HID. I've seen alot of loose fluffy buds. I've seen only about 6" penetration of effective light. Show me a link with an 8 x 8 tray filled with 24" tall plants covered with dense big buds top to bottom...all done with LED. We could give you a couple dozen links of HID grows performing just like that.
DEA? Flyovers with infared cameras? So, everyone with an indoor spa gets raided? How bout a laundry room with a clogged vent? My friends room dedicated to his reptiles and kept at 85 degrees? For over 20 years I've been at this, and never once have I heard of a bust stemming from an infared camera. They're all rumors. People get busted because they get told on. That's all.

There probably is no reason to worry, but every month for the past 4 months I get a letter from the energy company stating that I am using more electricity than my neighbors. I live alone in a moderate sized home, I have 2.5 refrigerators, 1 large freezer, dish washer, washer and dryer, etc. I am using CFLs for my nursery about 18 (42 watts) and in the flowering room 3 (400 watt CMH). Whoa...
I think about it but it hasn't stopped me from growing. I did go down to 1 (400 watt CMH) for a few weeks because I only had 6 plants in the flowering room - (9 plants is ideal, capacity is 12). Like many of you stated, as long as I pay my bill there shouldn't be a problem. I think I have enough electrical appliances to back up my usage. I also have the electrical outlet in my garage that can run a welding machine. Still...I think about it. I'm counting on what you guys say about not fretting over the high usage. I also feel guilty for using so much because I try to be environmentally friendly. Using that much electricity is not environmentally friendly, and I am guilty as sin for abuse.

You can use LED and HID together, I'm not sure if the LED would really help though. Never hurts I suppose. Electric ballast I say, then you can run MH and HPS. I'm not completely sure you can do that with a mag ballast.
