Not in every case though. Before going to hydro, I use to get fungus gnats every time I used FF soil. BTI was my go-to for managing them.Sounds like overwatering or not enough perlite
@mikaroni this is exactly how I use to use the bits with success. Very important to ensure that all the soil gets the treated water. But also don’t overwater them.A tablespoon per gallon. Put the bits in a stocking, and drop it in the water to soak a few hours. Remove and water plant to run off wetting all the soil.
It doesn't seem to hurt the predators. Just like need meal doesn't seem to harm the other beneficial bugs. My soil is crawling with life and I have used both.Why would you need mosquito control in soil ?

You can get fungus gnat infestations when doing things right, just takes a bag of soil with larvae from your local nursery or landscape store and you can have a bad infestation indoors.Sounds like overwatering or not enough perlite
