I listen to my plants. I let them tell me when they are thirsty. Look at the leaves from morning to morning(which is the best time to water) and check the soil for moisture. If the soil is moist 2 inches down then they don't need water. Be mindful that too much water is bad....and too little water is bad. You have to pay attention to each one of your plants DAILY. Treat your ladies right. They are just like real women. Be tender to them and it will pay off. Half step with them and they will act like a woman that has been ignored and not catered to. If I have a garden with 10 plants and only 4 need water then I am only going to give those 4 water....Next day, only three need water then I only give three water. Don't water just for the hell of it. You want the root hairs/root surface area to work and search for water. The longer they stretch looking for water the more surface area they have to take up water when you water them. Letting them dry out a tad before watering is always a good idea. This way they will appreciate the water more. For instance....isn't it more refreshing to have that 1st cold beer after a hard days work verse having a cold beer right after you just drank 3 beer? Look at all the plants that grow wild....No one tends to them and they still survive. You plants aren't that different. Give them water in moderation.

a moisture meter is a good tool to tell you that. In summer you would have to water daily, maybe twice, unless it's overcast.

Depends on the weather really.
In the summer of '09 i rarely had to water my plants. Last summer was a bit drier and required me to water more than I anticipated. I kept track of the rains and how saturating each one was and let that be my guide to "when to water". If it doesn't rain for 1 1/2 - 2 weeks, I'll go and check 'em and water the ones that need it (usually all). I think the sphagnum peat moss and worm castings I use in my mix help my plots in not needing watered as much as others might. The peat moss alone" absorbs 20 times it's dry weight in water"http://en.wikipedia.org/wiki/Sphagnum
