I was under the assumption that ISPs couldn't hand that over except to legit LEO. I know Comcast, AT&T, Midco and Verizon won't give up any info whatsoever without a legit search warrant and their legal team verifying it first.
Most likely the target had a small trail that led to his ID outside of there. People tend to use the same usernames in a lot of things. Which on some things they'll leave a trail to something else of theirs. Eventually what you're looking for is something tagged to their IRL identity or at least people related to them. Aka Failbook or something similar. It's not hard to go from there.
As far as data on their phones it's not hard to remove exif data. It's easier to find the data though. Lots of laughs on imageboards back when they didn't frown on and instantly delete raid or dox threads. Fun times.
