I think that is the reason why a dispensary owner needs to be someone who is willing to take the risk, and who should always abide with the law, to avoid getting the attention of the DEA and the federal government.

The only thing that makes the Fed's happy, is money.

You got that right! Imagine how much money they are getting from the several dispensaries in Colorado, DC, and other states where marijuana has been legalized. That must have been a lot, right?
