As far as the United States is concerned, it all started with the Barbary Pirates in 1784 when Morroco seized a U.S. ship. That and a couple other seizures led to the U.S. creating the U.S. Navy in 1794.
The funny part is that we were actually paying them. They had a great deal, the pirates. We paid them money in exchange for them not terrorizing our ships and crews.
But that wasn't enough. They wanted more. They figured, "What the hell are they going to do? We'll take their money and their ships!"
Long story short, that didn't end well for the pirates. But it was nowhere near the end of the same exact behavior from that part of the world. The entire continent of Africa and areas of the Middle East have been hotbeds of piracy and plunder for thousands of years. It's the only way of life they've ever known. It will continue to be that way.
Nothing on earth will ever change that. In the end, our first president knew that all to well when he said, "You simply can not legislate morality."
Give us this, or we'll do that.
