How would you build audience for a site with stoner products?

Some simple ideas would be advertise on forums like this (already stated above), high times or grow related magazines, college town magazines like CU Boulder for instance, pinterest, stumble, etc. You could have some rolling papers made and distributed for free as a give away at pot related events like 4/20 that have your website on them. Hold, sponsor, or vend at pot related events just to get your name out.

what about like canvassing with business cards and a certain percent off purchase or like free hackey sack or something with purchase of a certain $$$ amount or more..(like just something small you could probably find in bulk super cheap..)
