That's for the real low end ones. Obviously not all of the horticultural companies use the cheapest transpformers that they can. So, I should have explained that better. (was up late as usual cause I can't sleep) What I should have said was a transformer can last from 7-20 years depending on the quality of the transformer.
At 8 yrs old it wouldn't hurt to try throwing a new capacitor in there to see if it works. Especially if you have a spare ballast around so you can test it before you buy one. I wouldn't think it would be the ignitor cause as you've stated it does fire, just goes out after it heats up. And CAPs can go bad without showing signs of bulging or leaking.
