VOLTS is the Push, not the amount.
OHMS slows the flow.
WATTS is how much gets done.
A watt is a watt yes. How many amps is it running? How many volts? What material is the device made from. Is it Passive or fan cooled. All factors.
If I place a fan pointed at a ballast. It will cool the ballast down...
