ill start off by saying i think i have tried everything...
now what has me lost is i tried growing other plants in the same environment and they have grown quite well

just some examples of lettuce and local celery,
now this is the same environment same nutes same ph same soil or water as the case may be.
my first question is does it matter if your seeds are indoor or outdoor? cuz i believe my seeds are outdoor but i am tryin for them to grow indoor.
so lemmi go tru my routine
1) put the seeds to germinate and when they pop i put them in rockwool cubes soaked in ph 5 water or soil *i have both* separate
2) they are placed under lights as soon as i see them stickin out the rockwool 70watts about 8" above in a 4 cubic foot space
3) there is a hole for intake and a 120mm pc fan for exhaust...there are also 3 other fans 2 blowing the plants and the other just for air circulation
4) in the hydro setup the water is 5.0 and checked everyday till it gets to 7.0 then readjusted to 5.0, in the soil they are placed in 1\2 gallon pots and watered every 2 - 3 days
5) the light period is from 12am to 6pm
6) temps are about 83-85 lights on and 75-78 lights off
any other questions u can ask

the thing is my plants in soil dont ever get thick stems or big fan leaves, the longest i had a plant live for is about a month and they are always tiny thin stems but a bit bushy.

my plants in hydro all get taller but not as much leaves, skinny stems even tho they have fans on them, i dont ever get a mass of roots comin out the bottom of the rockwool maybe just 1 or 2

both sets of plants get 20 20 20 nutes in the hydro i mix it to about 300ppm the soil gets the same 300ppm in there water every other feedin

most of the plants die when they reach about a month old the leaves just get yellow and die

any advice would be appreciated

stick them in a good soil (i like fox farms ocean forest) no nutes 1st 3 weeks add more cfls 70 watts really only good for a seedlings you'll need at least 200 watts minimun to flower it and don't count on more than a half z with 200 watts (i flower with 420 watts on 3 or 4, 2.5 feet plants. keep cfls ideally 1 " from tops with fan blowing accross tops ,have passive intakes and an exhaust.Water when pots are light , have this and your plants will grow themselves . when adding nutrients less is better than more, see how your plants like it.

i agree with the lighting first and foremost, those pics are kinda dark...if those lights were closer/more powerful i think you'll do much better. cfl's 1 to 3 inches light fans near the bulbs and tops...hid's no closer than 18 inches preferrably 24 inches. don't put tops to the minimum distance to the lights, they will just grow into the danger zone. i stay a few inches away so new growth does not hit the danger zone....

to address the concerns
1) the fan in the pic is just one of the fans to blow the plants there is a hole for fresh air but no fan but there is a fan for exhaust

2) also i had 205watts of 6500k light on my plants b4 at 8 inches above the plants and the leave wud go yellow *not burnt but they look healthy but just yellow* like the chlorophyll was bleached out does that means the lights are too close?

3) is 300 ppm of that 20 20 20 npk nute i have ok for that age *3weeks*

4) what can i do to promote root growth, as i think this is my MAIN issue

keep it real.

Well for one, you said you let your hydro ph swing from 5.0 two 7 that's not gonna work, then drop the ph 2 points in seconds? That's not gonna wok either.. You should not use nutes yet, also with hydro you should ph to 5.6 lowest ever! Then let it drift to 6.1 and then adjust. Never higher never lower. Your cfls need to be a lot closer too. As for your soil your watering way to much a seedling in a 1/2 gallon pot watered every 3 days wayyyyy to much there is no wayyyyy its using that much water, it also looks like a ph issue I see a lot of mulch it's probably low I would add a table spoon or two of garden lime? Lowes or homedepot. You also said you need more root growth and ask how to do soo, don't drop your ph 2.0 is one day you shock the shit out of the plants. You need to read around and do a lot of research.
