Ah, I think you may have to pull the driver off the board and check on the underside for a dial. You would need to plug the light into a watt meter to see what the watts are when you dial it back. Probably more trouble than what it is worth.
That being said, leave your seedlings at a lower level...you don't want to reduce watts to your bigger plant and you want to keep it within 12-15in of that. You will just have to do some trial and error to find a happy medium with your seedlings keeping it at full power and placing them further away and then gradually bring them closer as they can handle the full 100watts.
