Those temps are good, 25-28C would be better.They get the crack in paper towel after the scarification and then stall I have no idea why the temps stay between 25-30*C is this too hot? I know for sure they don't dry out aswell

Weird man. But again I do agree with J.Mike. Specifically it's the difference between external (hard to crack or penetrate shell) and internal dormancy (conditions not ideal for it to pop). For example:

That said (and again this should not be done as a regular germination method, and removing half the shell or scarifying it will give the same results) the one I put in rockwool also seems to be doing fine, grown about a 1/4" tap root that would normally be outside the shell. If anything, there's no difference (with seeds that pop easy anyway), which is pretty much what I expected.
