I'm sorry maybe I'm misunderstanding but from what I understand you want to be able to make the oil. From what I can say it will still be cheaper buying oil rather than using bud to make oils. An ounce of kush costs 300 where I'm at. I'm not sure what the bud to oil ratio is but I'm almost positive you'd spend more money buying bud to turn into oil than what you'd spend just buying the oil.
If I'm right I'd say keep buying oil or establish a friendship with someone who can make it from their trim and ship it to you.

Are you worried about psychoactive effects? Do you not want her to get high at all? If so then you would skip the "decarb" step and/or find an extremely low THC strain.

The coconut oil is 1 oz to 2 cups coconut oil. It can last a while if not consuming extreme amounts.

From what I've gathered
She can't grow and wants to purchase oil or low thc bud to make oil with.
The problem is to purchase bud from "dealers" it will be HIGH in thc and cost more money than what purchasing just oil would be. No dealer specifies in high cbd\low thc strains in non legal states.
Her options:
1) grow
2) continue what she's doing
3) find someone who will at least grow the low thc/high cbd strains
4) buy bud with a high cbd (rare) and make a 1 oz to 2 cup of cbd oil which in my area would be around 250/350 an oz. So 500-700$ for 4 cups of oil.

Because I can make a 6 month supple for half that. I work as a pt waitress so that I am avail mon~thur for docots and therapy...I work about 30 hrs fri ~ sun
